He wishes to be admitted to practice law in Ohio without taking the Ohio Bar examination, but is precluded by a rule of the Supreme Court of Ohio. Salibra challenges the constitutionality of this rule on equal protection and right to travel grounds, asking for a declaratory judgment. The District Court dismissed his claim sua sponte under Fed. R. Civ. P. 12(b)(6) for failure to state a claim, and we affirm.
